Stain coming through on coving.

In the livingroom we have decorated, but now there are some brown/yellow marks coming through on the bottom edge of the coving. What do you think this could be? And who do I phone....this is were I am most lost.

have you eliminated damp? is it new coving or existing? what did you paint over? is it small spots or larger tide marks?
