Supposedly stainless steel grate stains

We have a metal fireplace that has gone rusty all over after being in our new build after about two years. We have neighbours that have replaced theirs twice. Is there anyway of cleaning and treating the grate so that it stays rust proof, that is at least reasonably heatproof, if the solution is some kind of protective coating?
