The walls not sealed before they were painted ?

My sons room was plastered about 3 years ago ,then painted .
They dnt get sealed .What can i use over paint to seal them? Or do i have to remove paint before i can seal them ?

TOO LATE SANKA. LOL (cool runnings) If there is nothing wrong with the way it looks then its fine. if it starts to flake then scrape it back and line the walls. Only solution i have.
