Thermostat/programmer problem. Please help

I have a problem in that when the central heating side of the programmer is turned off the central heating will still come on if the temperature falls below what is set on the thermostat. Why is this? for information I have a Honeywell T6360 wired Live (red) 1 Nuetral (blue) 2 Call for heat (yellow) 3 and a British gas up2 programmer which I believe is the same as the invensys LP522. Any help greatly appreciated.

abit more info will help, is it a combi boiler ? back boiler (open flue) floor standing boiler (open flue or room sealed) what thermostat ? room thermostat or boiler stat ?

It is a condensing back boiler and its the room thermostat hope this helps.
