THERMOSTAT TURNED DOWN BUT RADIATORS STILL HOT

I HAVE A GLOW WORM FUELSAVER MODEL 55f MATED TO A POTTERTON EP6002 CW AND HW BOX. WHEN THE THERMOSTAT IS TURNED DOWN THE RADIATORS ARE STILL VERY HOT. THE SYSTEM HAS RECENTLY HAD REPLACEMENT GRUNDFOS PUMP AND DRAYTON THREE WAY VALVE. TO STOP THE RADS HEATING UP WE HAVE TO TURN THE CH SWITCH TO OFF AS WELL AS TURNING ALL RADS OFF AS A FURTHER PRECAUTION.
HAS ANYONE GOT ANY SUGGESTIONS AS TO THE CAUSE?

Three port valve or actuator - look at other posts there's been many posts on this sort of problem over the last month or so.
