tiles in bathroom

hi my landlord is shit and before i moved in he has put tiles down in the bathroom, i layed a bathroom carpet over them as they felt so cold, but i have now taken the carpet up as re decorating and was going to use the tiles but the grout is all cracked and missing, i can now pick alot of the tiles up as now not attatched to the floor and he has put the tiles straight down on top of the floorboards which i know you shouldnt do, so i am not sure what to do to sort out, whether just to put another carpet down or try and solve his rubbish work, oh and also the tile gaps are not equal, some are but there are areas where the gap between tiles are quite alot more than other tiles, :(
