    Tiling and loose plaster.

    The buildings old and tapping the plaster indicates some small areas of loose plaster. Could I use a lining paper to improve the surface and tie the areas of plaster together? What paper and adhesives would you use if any? If OK should the paper surface be primed and with what?

    In a word, no.

    Paper will never hold the weight of the tiles properly and while it might be OK, equally it might just fall down one day.

    Only proper way would be to repair the blown plaster properly.
