Tiling over old floor tiles

I am tiling over existing tiles on a bathroom floor. The original tiles were laid directly on the floor boards and some of them have cracked. I have tried removing floor tiles before and it was very difficult to get a surface level enough to retile. Could I glue plywood to the existing tiles and tile over that?
