Timber Framed Extension

hi everyone,
thinking about joning my house to brick outhouse with a timber framed kichen extension which will stand on top of a steel framed base (like the ones you get for conservatorys)
the size would be 3 x 3 mtr with flat roof
would i need any planning or building reg's
any info welcome

take a map, drawing of proposal and photos down to the duty planning officer at your local council, they can advise you for free as to what you can do
