towel radiator

I have just changed my bathroom radiator to a towel radiator and now my upstairs radiators are hot and down stairs cold. Also how can I if my water pump is not working properly.

Do you know where the pump is ?

Check there's an electrical supply to it,
turn up a speed,
open the vant to let any air escape,
If the pump feels hot - then it may be stuck - give it a tap with a hamer and see if it frees it.

Was the pump left running when the heating was drained ? could have burnt out

Could just be air in the pump from when you drained all or part of the system.
