Towel Radiator with dual fuel element

I've recently has a towel radiator with dual fuel element fitted in my new bathroom.

Both worked OK (for the first two weeks) but now the radiator will ONLY heat up with the central heating system. I've complained to my supplier but was informed that there must be an air lock. I've bled the radiator but to no avail.

When the central heating is on there are no cold areas of the radiator so am I right in saying that there can't be an air lock.

I'm pretty naive when it comes to this - so any advice would be helpful.
