Towell rack heating ?

Hello
I have recently moved into a house where the central heating comes from a conventional boiler (not a combi boiler) and has a tank in airing cupboard for hot water supply
I have now turned off the central heating but have set up the boiler to continue to provide hot water
Naturally the radiators are cold but the 3 towell racks continue to be heated (which is what I want)
Could some one explain to me how the towel racks get heated?

The towel rails will either be fed either from before the motorized valves or from the same circuit as the hot water cylinder.
