Upright Radiator in Kitchen not Working Which was Leaking

Hi. Have an upright radiator in the kitchen, which has recently been 'fixed' (was leaking). It now doesn't heat up - there appears to be no hot water flowing through the in/out pipes that feed it, and all other radiators work fine. All the valves are open. It has had hot water flowing into previously, but it has now stopped.

Should I try bleeding it? Is it likely that the water isn't coming through due to trapped air? I don't want to bleed it if this isn't the problem, and I end up making it worse. Any other suggestions welcome. Thanks in advance.
