the window frame is 5mm too big for the hole any ideas on how to make it fit?

Enlarge the hole with an angle grinder.

skim 3/4mm of both sides of the frame with a electric planer set on minimum setting so you dont take to much off in one go.i have done this in the past and never had any problems.just take it nice and easy.
