Hi
What is PVA?
I have been adviced by a decorator to try using PVA to cover up old paint which is peeling before re painting? The old paint in most areas is beyond scraping and would take ages. Removed old wall paper to find there is this thin coating of paint which i guess must be primer.
Any advice is appreciated.

PVA is glue.
Using it on walls prior to painting is lunacy. I do not believe he is a professional decorator if he's suggesting that. You'll get bubbling and peeling like you've not seen before.
If your walls are dodgey and you want to paint line them with a heavy lining paper first.
