2 Way UPVC Window

i have a UPVC window that has been restricted, it will only open from the top not open from the side to allow the full window to be used, can any body offer any help on how to change the restriction.

by your description you have a tilt and turn window, it has been restricted for a reason, it maybe your window is up high, but with out more information, i cannot help you.
