Water continually running out of the open safety vent pipe

Hi

We have a pumped central heating system with a feed and expansion cistern above our boiler. Recently hot water (though not boiling hot) has started continually running out of the open safety vent pipe into the cistern whenever the central heating is on (this happens imemdiately as soon as the hetaing is turned on). Apart from the annoying trickling noise this is causing condensation to appear on the kitchen ceiling.

Does this mean we have to much water in the system and that the level of the ball value in the cistern needs to be lowered?
