Smokey rooms

Neighbour 2 has taken to burning wood in the fireplace and smoke is getting into the upstairs and downstairs room and in addition in the loft of neighbour 1. Is there any danger associated with this and what could be done to overcome st?

Yes it is dangerous especially because of the CO which may be coming off the fire. Your neighbour need to line their chimney.
