Gas boiler wiring

Had a new combi gas boiler installed as part of a conversion project. Electric has been wired in using a 13 amp plug to an adjacent socket; I'm surprised as thought this would have to be hard wired.

Can anyone confirm this and quote the relevant code / reulations for Scotland?
