Vinyl Floor Bubbling

I have a vinyl floor covering laid in the kitchen. Along one end and 2/3 of one side there is a silicone fillet, to prevent water getting underneath it. In all other areas it is finished under the kitchen unit plinth. After 3 months it started to bubble and then gradually got worse. Now after 9 months it is baddly creased - what has gone wrong please?

you needed to glue it down.
