    wall plates/ anchors

    I am intending to install a 1st floor in a double garage using wall plates and joists.
    The wall plates are to be fixed to breezeblock walls and the joists hung using straps.

    The wall plates will be 40 x 175 mm. The joists will be 63 x 175mm and span 3.5m.

    My questions are
    Should I use sleeve or shield anchors to secure the wall plates to the wall
    Should I use bolt or stud anchors and of what diameter and length

    Can't find any practical advice on the net. Help please.
