Washing Machine Isolation Valve Advice After Moving into New Home

]Recently moved into new house and am having difficulty setting up the washing machine, have spoken with the landlord about the set up and they have advised to use a pair of pliers to adjust the isolation valve myself as the red and blue switches aren't there , can't be accessed under the sink and basically I've found what I can only assume to be the hot water valve sealed off with a white cap thing and the cold one (although there is no indication to either) next to it also sealed , I've connected the washing machine to the cold one and I'm hesitant about messing with it as there is an open earth wire right above it so if water shoots out or anything it'll connect with it, all of this is located underneath a gas boiler I might add so I'm avoiding blowing myself up, the picture is basically how far I've got so any advice would be extremely valued
