Water Based Gloss

Hi i am using water based gloss and i think it may be too thick and drying to quick as i am painting it on as i overlap an area i have just painted its as if its pulling the paint back off sort of sticking to it

should i add water to the paint ???????????

If its been well undercoated i would thin with water so it works easier for you and it should look far better.
