Water downstairs, none upstairs

I have recently just bought a repocessed property therefore all the mains had been turned off for safety. We have now got the elect turned on and bought oil however we are having great difficulties with our water!!

We turned the water on at the mains which got the downstairs toilet and both sinks working however the water does not seem to be able to get to the upstairs. Our tank has not filled (the systems were drained when repocessed) and neither have our toilets, sinks are also not working!

Does anyone know what could be causing this??

Terri,
Good chance that a valve in the pipe feeding the loft tank has been turned off - probably located in the airing cupboard. If not that check water is getting up to the ball valve in the loft tank.
