Water filled electric towel radiator

I have fitted an electric towel heater (straight ladder) which is 600mm by 1150mm it says it should be filled with 70% water how much would this be?

Hi, R U sure?
electric towel rails are either oil filled at factory or are part of a central heating system in which case are totally full of water from rad loop, with heating element for summer use when heating off!
If this is some new way then I don't like the sound of it! check with makers tech. help line cos don't seem right! regards SPARX
