water inside boiler

water has got inside my firebird popular 70 boiler.
local engineer says probably through a crack - it hasn't been running for a while and the firing mechanism looks well seized/rusted.
i've been quoted £450 for a new boiler plus £200 fitting, £650 in total, is that reasonable?

- boiler 'Warmflow B70' fitting and working for £650 :D
