Water overflow

We are on economy 7. We have a cistern down stairs and a tank upstairs in the loft.
The ball cock has been replaced. I feel that the hot water is expanding and being sent to the tank upstairs .. this then drips away and eventually fills the tank and comes out of the overflow. Any thoughts on how we can stop this.

Firstly check the ball valve doesn't drip when the tank is full. Try setting the ball valve so the water level is lower to allow for expansion.
