water upstairs does not get very hot (especially in winter)

downstairs water gets very hot
upstairs water only gets hot if it runs as a trickle
this is especially true in winter as in summer its much better

gas board have been in to check water flows and say its meeting the
temperature rise difference for the boiler but thats no consolation

Is there anything we can do without going to the expense of a new larger boiler
