Which KW condensing boiler should I choose?

Hope there is someone out there that can possibly help with my problem.

My old combi boiler has bit the dust and I need to replace it, so I used a couple of web sites to calculate the size of boiler I would need for the house and they came out as 30W

I would like to get a Baxi Duo condensing Combi but I don't know which would be better, the 28KW or the 33KW.

My old boiler was a 30KW and had a DHW flow rate of 13.01 litres per minute.
The Baxi 28KW only produces 11.5 l/min but the 33KW produces 13.5 l/min.
So based on this the 33KW would seem the best choice.
But I have just read that if you fit a boiler that is too big for the job it will not condense properly so will be expensive to run.

As I hope to reduce the cost of running the central heating which one do I go for? :?
