Window shutters

Hi need to make some victorian window shutters all boxed in to look as if they where original .
Don't have the tools to do panels in pine.
was thinking of using plywood or MDF .they will be abou 24cm by180cm Hight .
Any advise appreciate thank you .

Use 9mm waterproof plywood on the outside and fix two inch thick polystyrene on the inside of the plywood covered with 6mm plywood.
Making a sandwich of plywood and polystyrene will give you good insulation and save a lot of money on cold nights.
Make sure they are a tight fit, to keep in the heat.
