wood construction ,with cladding suffering from condensation

hi could anyone help after being left granmar's cottage, the following problem has occured. The place is made of a wood timber with cladding and is suffering with condensation because of lack of ventilation, she was sold pvc window's one in the bathroom which does not open we have a extractor in the bath room which at the moment does not work, will fix of course! we have had to call specialists in who say we need a "Concur" in the loft which where air circulates continually this machine would suck in fresh air and cirulate around cottage. this is going to cost over £1000
Or builder has said maybe put air vent in but he then said not sure if that would work, does anyone have any more ideas please. Really apperaciate any help or advice as never heared of this concur item and can not find on net.
