Oil in water does not sound good...
What car is it? Although if watercooled either petrol or diesel they should not mix.
The engine runs and the oil inside lubricates moving parts, a water jacket surround the engine block and takes the heat away and passes through a radiator to cool, keeping the engine at the right temp.
If there is oil in the water from the oil in the engine then the weakest point is normally the head gasket. This is where the engine is joined together. This allows the pistons etc to be put in then the 'head' put on.
Depending on the car, and I mean age, make, value, then the head gasket can be replaced.
Do not jump to conclusions, I am not diagnosing the fault, I am not there!
If you have oil in the water it normally emulsifies which means it goes a white colour and can sud up and collect like scum at the top of the radiator or around filters (Montegos did this, it was expected by design).
If you are getting an oily wave on the water, check out what it is first!
If you are finding a foriegn fluid in your water, are you losing any other fluid from the system anywhere else?
Find someone you can trust to have a look before you jump and pay for the head gasket to be done.
