1 cold radiator

I have just installed a new rad and cant get any heat from it. I have red hot feed pipe, pressure in the rad and no air in it. Both the valves are new too any ideas? could it be a dodgy valve?

Yes check/swap valves.

I tried turning down the other rads last night and I got the cold one to get hot but it took ages. Could it be that the flow is being taken away from this rad by the others and is there anyway to correct this?

Yep,

Balance the system, turn the lockshield valve down a bit on each rad- starting with the one nearest the boiler and so on.
