A good shower possible when water supply intermittent?

I live in a flat, whch was part of a single house and therefore all flats are on the same water supply. Water supply is intermittent and sometimes there is no water at all. I was going to get a cold storage tank and use this with a pumped shower (ie Mira elite 2 / Triton T80si) to try to solve this problem but reviews of these showers are terrible. Is there another option? Do I have anything to gain by putting the tank in the loft (to gain 1 meter) or shall I put it just above the shower, which would be easier? Also, is there another option, i.e. a separate pump.
