Accessible toilet in new build extension?

I am due to have an extension built and my architect is insistent that the toilet will need to have an accessible doorway and the door open outwards. I have been trying to search for building regs but cannot find anything. Is this correct, in my private dwelling do I have to have an accessible downstairs toilet even though every other doorway would mean that a wheelchair user cannot get through them?
