Automatic Change Of Use

Hi, here's a hypathetical senario :D

Imagine living in a converted stable for about 13 years, then a planning officer viewing the property after the first 3 years of living there, observing and noteing the conversion.
Is there such thing, or could you apply for automatic change of use into a house?

This has been used to help on another post but may be helpful to you it comes from a document issued by my local council regarding planning and buildilg controls.
It goes as follows
* NOTE : There are certain time constraints prescribed within
which enforcement action can be taken, these are:
• Operational development - 4 years, beginning with the date
on which the operation was substantially completed.
• Change of use of any building to use as a single dwelling
house - 4 years, beginning with the date of the breach.
• Any other breach (including unauthorised material, change
of use of land/building and breaches of condition) - 10 years,
beginning with the date of the breach.
