Basement/Cellar Convertion

HI, Just bought land next to house. I have a cellar that up untime about 18 months ago was dry. So i'm going to extend my house and the cellar with it hope to meke nice sized chill-out room.
So firstly I need to make sure there's no damp coming in the cellar. I'm hoping that the problem will sort it's self out during the new building work. Is that wise or I do it when the extension is being done? before or after and what would be the best way to go about it.

Definately get it done at the same time and have a look at ourn project on underground waterproofing to get some ideas of how to keep a dry basement.
