Basin pop up waste leaking

Hi. The basin in the bathroom has been leaking ever since I moved in and I have finally got round to looking at it. It appears that there are no washers between the glass bowl and the counter top, nor between the waste and the glass bowl. Am I missing something - surely that's not right and would account for the leak?

When I moved in I thought the bowl was sealed to the counter top with mastic but on closer inspection it was stuck with soap and hair which, when cleaned, caused the leak!

How do I take the waste out of the bowl? The central part is flat on 2 sides, rounded on the other 2 with a notch taken out of one of the rounded sides. Is there a special tool to undo it? I can't put a washer on it without taking it all apart.

Any help greatly appreciated. (I'm not a complete novice and really cannot afford a plumber so please don't suggest one!)

The central part of the waste is probably just a bolt with a hole down its centre, a spanner or some grips should enable you to undo it.
