Black Mould on Veneered Skirting

Morning,

Hoping you guys can help, looking for some advice, I'll give you some feedback first

Room has 2 external walls
Room hasn't had a radiator on since April/Unocupied
Skirting was fitted in May (Prior to fitting storage was in a dry steel framed enclosed building on a concrete floor laid on a layer of protective cloth sheets and was covered over with protective cloth sheets.)
First noticed in October
Skirting is Prefinished in an A/C Lacquer
Architraves were fitted at the same time (no mould growth)
the lacquer used is from the same batch as on the skirting

The skirting has developed black mould on all 4 walls where fitted, a damp tester has tested the walls and the skirting and flooring, flooring was 12%, skirting was 15-16%....

No much more to say, I have attached some pictures.
