Blocked water pipes lime (Help)

I live in an area that has two water problems. The first is low pressure which causes air locks and over time I have become an expert in clearing these. The other is Lime. I have to empty the tank every few months. I am about to invest in a Salt softener over the next few weeks but at this time The down stairs loo has a problem in that the cold water flow has near stopped and I suspect a lime build up in the cold water pipes. Any suggestions on how to clear these with out lifting boards or stripping plaster.

Any advice will be very welcome
