Blue Coating on Walls in Bedroom and Bathroom After Stripping Wallpaper

Stripping off wallpaper and underneath there is a blue coating over the plaster (bedrooms and bathroom). Is this just old paint or some sort of special coating? Thanks.

Short answer, it's paint. If you're intending to paint over, you've got a lot of work on your hands. I'd suggest lining paper first.
