boiler flue and flashing

I have a new roof on a semi with Redland concrete tiles.
The boiler flue extends through the loft into the flank wall roof and protrudes above the roof.
The roofer says he has not put flashing on the outside of the roof around the boiler flue ie over the exterior face of the tiles ,but has put some kind of metal plate around the flue under the roof.
Any comment on this please?

B127,
If the flue exists through the roof then you should be able to see a flashing on the lower edge of the flue - you may not see anything on the sides or top edge.
