building jetty over shallow lake

I have a construction question about building a short jetty over a shallow lake (water about 50cm-1 m deep). To do this, I need to put in two wooden, or concrete posts, in the lake bed in order to support the decking. The bottom of the lake is soft and muddy.
Firstly, I guess there's no danger of damaging the lake bed by driving a post in? the lake, which is about 100 metres long, was created many years ago by damming a stream.
Secondly, after doing a bit of research, I think the best option would be to drive an 8 or 12 inch pvc pipe about two feet into the lake bed, empty it of water and mud, and pour in concrete. Sounds simple enough, but how should I scoop out the mud from the bottom of the pipe? It might be a bit tricky to reach down there. Would I need a pump for that? Any ideas, advice would be much appreciated, thanks
