Building Regs for Timber Lean-to Coming off of Kitchen

Hi All,

Does a timber lean to off a kitchen via its own external door require building regs? I am having trouble finding out for sure on this one..

It's used as a uitility room and only 1 story high- probably about 6-9m3.
