Can you use concrete blocks to make a basement concrete floor

We had an (awful) job carried out on our house in 2018 which have now resulted in remedial works.

Our project was to lower the basement floor by around 50cm which involved underpinning and rebuilding the floor. It’s a 2-storey, 3 bed terrace family house.

Our builder used 3” concrete blocks to make up the concrete layer of the floor.

My understanding is that he should have poured concrete forming a slab and reinforced it with steel.
Is there a specific building regulation that has not been followed here?

We had a local council building inspector but he apparently missed what was going on - we suspect the builder deliberately didn't show him.
Any help or advice would be really genuinely appreciated.

We have trading standards pursuing a case for us and have also started a civil case.
