I wish to remove a ceiling light and plaster over the hole, how can I make it safe without removing any of the wires within the ceiling itself?

This is all dependent on access. Any cable joint using screws needs to be assessable so if you can get at in in loft then just use ceiling rose in loft. But if not assessable then it requires proper crimped joints and shrink sleeve etc.
