Cement to Firm Up Soil(driveway)

I have a steep dirt driveway with some stone mixed in. I will be paving the driveway in the fall. My current problem is that I keep developing ruts in the driveway from the vehicles. I just cover them back over with soil and some stone.

I was told that there is an old contractors trick to firm up soil using concrete. To mix the concrete uptin it is soupy and very thin and rake it out over the driveway. My Questions:

1) Will this work as a temporary fix?
2) How much water per 80 lb bag of concrete should I use?
3) How thick should I apply this mixture?
4) How long would it take to dry? I live in CT where the average temp in Late May is 78 deg and no rain expected?
