central heating and hot water

Hi,

hope someone can give me an advice on this. In the beginning things were working fine. Then the central heating was not generating enough heat. someone came and changed the pump and flushed the central heating. Things were ok, then we noticed that the central heating comes on whenever we switch on the hot water. someone came again, and changed the valves. Things have not changed. That professional disapperaed (i think he is stumped too). In summer, such as now, the house is too hot, not to mention the bill.

Any idea what could be wrong? the boiler is downstairs and the tank is in a cupboard in the bathroom.

please explain in plain english please as I am a noob :-) I really need help and fed up wasting money on people who do not know what they are doing.
