checking to see if a circuit has power going to iy

Hi i just wondered if any one knew how to test to see if a on off switch has got power going to it. I have an emmersion heater x2 on a direct water heating system and they have both stopped working. the tank is full with no air locks etc and when i run the hot tap there is no hot water. i wondered if the MCB may have gone however the 2 circuits are seperate ( 1 mcb for each emmersion. I also wondered if it could be the emmersion rods them self? First i wanted to see though if the circuits were live or not. Some one mentioned a continuity test however that just shows the circuit is complete? and not that the circuit is live i think. i hope some one can help me thankyou

or similar. However if you really have to ask this question I suggest an electrican might be a good bet.
