cold water pressurised = toilet drips = pump running

My hot and cold water is pressurised. Unfortunately I have pressurized water (approx 1.5 bar) coming into my toilet cistern at present. When the toilet is flushed the toilet valve does not close off immediately when the cistern is full, but continues to drip for maybe 20 minutes. This causes the pump which is pressurizing the system to be running while the valve is dripping. Is there a solution?
